摘要
特别保障措施的特点,主要体现在实施对象的选择性实施要件下降、磋商优先性减弱、实施程序简单、实施期限延长、出口限制更严、贸易补偿缺乏、丧失了发展中国家的优惠待惠等方面;中国已经成为特别保障措施的受害国,未来更多的国家和地区可能会针对中国产品实施特别保障措施。对此中国要积极应对,运用法律,培养人才,转换中国出口贸易结构,提高外贸出口质量和贸易利得,积极利用“灰色区域”措施。
The paper introduced the origins of the special safeguard measures and analyzed characteristics with the emphasis on the object selectivity, operational condition decreased, weak negotiate initiative, simple procedure, the prolong times, more severe export restrict, lack of trade compensation, lost preferential treatment of the developing countries, etc. China has become the victim of such policy. China is to take action actively to deal with such situation.
