摘要
战后英国政府形成的一整套国有化企业的管理机制存在许多弊病,这成为撒切尔政府大力推行私有化的一个重要起因。当私有化进入到基础设施产业后,随着产权的转移,迫使英国政府加大对基础设施产业的政府管制体制的改革力度,以解决私有化过程中出现的各种问题。英国政府管制体制改革的核心内容是不断强化竞争机制,合理平衡社会消费者和企业利益。政府管制体制改革成为英国私有化政策的重要组成部分,是英国私有化的一种延续,是对私有化政策的一种有益补充。
The disadvantages in the administrative system of the British government' s nationalization policies since world War Ⅱ are one of the main reasons for the Thatcher administration to put privatization in force on a large scale. When it comes into infrastructures, the transfer of property rights forces the British government to widen the reform of administratire system so as to solve the various problems met with during the process of privatization. And the kernel of this reform is to repeatedly strengthen the mechanism of competition, and to reasonably balance the interests of the consumers and the enterprises. As a result, this reform becomes part of, and an extension of, the British privatization policies as a beneficial complement to these policies.
