摘要
通过对黄河滩区作用和地位的论述,分析了滩区现行补偿政策存在的问题。针对滩区洪水风险特点,提出国家应积极投资滩区安全建设,并按《蓄滞洪区运用补偿暂行办法》对滩区运用后所造成的损失进行补偿,以解决下游防洪与滩区发展的矛盾,为滩区群众奔小康创造条件。
Through the discussion of function and position of beach areas of Yellow River,problems concerning the current compensation policy are analyzed.With regard to the characteristics of flood risk in the beach area,it is suggested that the government should actively put investment for its safety,and should compensate the loss resulted from expropriation of beach area according to 'Tentative Compensation Methods for Expropriation of Flood Detention Basins' so as to solve the contradiction between flood prevention and development of beach areas and provide favorable conditions for the crowds in the lower reaches for comfortable life.
