摘要
围绕当前水利多种经营管理工作中存在的主要问题,探索新时期水利多种经营管理工作的发展思路、政策与措施。提出:坚持科学发展观,整合资源、统筹利用、深化产权制度改革与资产管理体制改革、加大水价改革力度,创新运行机制等建议。
As regards the main problems concerning the management of diversified economy of water resources in China,development thoughts,policies and countermeasures during the new era are discussed.The following suggestions are put forward: persistence in scientific development view,resource integration,comprehensive utilization,further reform of property right and assets management system, reform of water price,innovation of operation mechanism,etc.
