摘要
目的:依据医院运行规律与特点,探讨如何合理定位医院服务规模,适时调整医院资源结构,从而实现医院卫生资源的最优化配置。方法:依据“理论模型-数学模型-决策支持系统”的技术路线,采用管理科学逻辑模型法(logic model),界定医院卫生资源结构优化配置的目标、投入、产出和结果及其相互关系,构建医院卫生资源结构优化配置理论模型;采用运筹学、统计学方法,构建相关数学模型;运用基于关系数据库的“三库”结构研制医院卫生资源结构优化配置决策支持系统。结果:(1)建立了用于指导医院卫生资源结构优化配置,明确界定各环节任务与参与者的理论模型;(2)建立了包括服务量预测系列模型和卫生资源结构优化模型在内的数学模型;(3)构建了以上述模型为核心的医院卫生资源结构优化配置决策支持系统。结论:所构建的医院卫生资源优化配置决策支持系统生成的配置方案建议合理,有助于辅助医院决策者及时灵活的优化配置卫生资源,以实现医院的可持续发展。
Objective：To correctly predict the service demand and timely adjust the structure of hospital health resources, so as to achieve the optimal allocation of health resources in hospital （OAHRH）. Methods： The technical route of ＂theoretical model-mathematics model-decision support system＂ and the scientific administration logic model were used to determine the objectives, inputs, outputs, results and interrelationship of OAHRH for construction of the theoretical model of OAHRH. Operation research and statistical method were used to construct the relevant mathematics model; the＂three-base＂ structure of the relationship database was used to develop the decision support system of OAHRH （OAHRH-DSS）. Results： A theoretical model of OAHRH with specified tasks and participants was successfully developed to guide the whole process of OAHRH. The mathematic models for service demand prediction and OAHRH were developed. The OAHRH-DSS was developed based on the above-mentioned models. Conclusion： The designed OAHRH-DSS can produce rational allocation options and is helpful for the timely and flexible adjustment of OAHRH to achieve the sustainable development of hospitals.
