About the CPCEMR Our beginning The Council was founded in 1972 under the leadership of Michel T. Halbouty, who saw the need for better international communication and scientific exchange about the geology and the energy and mineral resources of the Pacific Basin and surrounding land areas. The Circum-Pacific Council was organized as an international, taxexempt association of earth scientists and engineers who represent industry, academia, and government.
