摘要
西部大开发是西部资源的开发和利用,随着科学技术的进步,人才资源在经济和社会发展中的作用日益突出。西部开发,人才先行,人才已经成为比自然资源、金融资本更为重要的生产要素,西部地区要实现经济的腾飞,就必须为人才资源快速成长创造出良好的区域环境,充分发挥人才在经济和社会发展中的作用。
Western development is exploiting and developing west resources. With the progress of science and technology, talent resources play more and more important role in economic and social development. In western development, talents should be focused on. Talents have become more important production factor than natural resources and financial capital. Good regional environment must be created for talent growing up in order to realize economic development of the west and the role of talents in social and economic development should be brought into full play.
