摘要
基于“需求定位”面向高新技术及其产业的技术预见正成为科技规划与决策的重要工具。本文针对江苏省信息技术与通信领域技术预见的实践,阐述两轮“市场德尔菲”调查的方法与过程,调查评估各备选技术项目的重要度、预期效果、制约因素、实现途径及研发水平,预测项目的实现时间。研究筛选并结合专家论证,形成江苏省信息技术与通信领域的关键技术清单,为地区“十一五”科技规划提供了支撑。本文探讨的预见研究方法对其它领域的技术预见也具有重要的普适意义。
Demand- orientation technology foresight, which faced to science and technology industry, has being the important tool of S＆T making and decision. Based on the technology foresight in the field of information ＆ Communication of Jiang- Su province, the paper discussed the method and procedure of Market- Delphi investigation, and investigated the factors of importance, effect, restrict, approach, research level, time of industrialization. The menu of critical technology which support the eleven—layout of Jiang- Su province, has been got. The method of demand - orientation technology foresight we discussed is meaningful to other hi- tech field.
