摘要
从当前我国总规编制体制演变的本质问题分析和反思入手,对我国总规编制体制演变的趋势进行了理性判断和科学假设,以此为基础,提出了适应目前我国政府管理体制、由渐变到裂变的城市规划编制体系演变体制,进而构思了当前我国总规由渐变到裂变的编制内容、编制组织、编制审批、成果表征等体制演变方向和内容。
