摘要
建立中国农村社会保障制度的经济条件、人口条件客观存在,农村社会保障制度缺位的根源是政治原因,是由于农民利益表达权的缺乏、农村居民组织的弱化、政策决策程序缺乏公正性以及政府机构扩张等造成的。
The author thinks that as the economic condition and population condition for establishing China＇s rural social security system is objective, the causes of absence of rural social security system are political ones, namely because of shortage of the right to express peasants＇ interests, weak rural residents organizations, unfair policy decision procedure and extension of governmental institutions.
