摘要
为了保护耕地,必须做好两方面的工作:一是要坚持科学的发展观,树立正确的政绩观,妥善处理经济发展与保护耕地的关系;二是要健全法制,不断完善土地的利用规划、征收、用途管制、违法预防、违法监督、违法查处和违法惩处等法律制度,严格贯彻执行我国最严格的土地管理制度。保护好耕地,有利于农村的社会稳定和经济社会的全面发展。
To protect the cultivated land, we should do the work in two respects. On the one hand, we should correct our understanding of dealing with the relation of economic development and protecting the cultivated land, establish the correct achievements view and adhere to the scientific development view. We should also strengthen political consciousness, overall situation consciousness, lacking of resource consciousness and responsibility consciousness. It is necessary for us to make great efforts to strengthen the ability of analyzing and judging, the ability of synthesizing and coordinating and the ability of developing and innovating, heighten the level of managing ground constantly according to the law. On the other hand, we should complete such legal systems as the land utilization, land requisition, land controlling, illegally using land, supervision, investigation, prosecution, and punishment, so that we can carry out our country＇s land regulation system most strictly.
