摘要
地处皖西地区的六安市是一个人口大市、农业大市,由于农村非农产业吸纳农业剩余劳动力面临的问题、城镇吸纳农业剩余劳动力面临的问题转制约了皖西地区农业剩余劳动力的转移。为加快皖西地区经济发展,促进农业剩余劳动力转移,一是实施农村经济战略性调整,拓展农业就业空间;二是加快农村二、三产业发展步伐,大力发展农业产业化经营和乡镇企业,扩大本地就业;三是加快城镇建设;四是大力开展职业技能培训,全面提高劳务人员素质;五加强劳动力市场建设,完善劳务输出服务体系;六是深化制度革新,实现农业剩余劳动力的彻底转移。
Lu＇ an Municipality is a big agricultural city with large population, but in the non-agricultural industry, to absord surplus agricultural labor, and in the downtown, the capability of accepting those laborers has been descending,which restricts the transfering of surplus agricultural labor in this area. Toimprove the economic development of the district of Wanxi and promote the transfer of surplus agricultural labor, we must take the following steps. First, put forward economic strategic regulations in the village and open up the space of agricultural employment. Second, quicken the steps of developing secondary and third industry, greatly enhance agricultural industrial management and the town and township enterprises, and improve the employment of the local city. Third, quicken the construction of town. Fourth, largely carry out the trainning of professional skills to increase the overall quality of laborers. Fifth,develop the construction of labor market,and perfect the service system of labor export. Sixth,deepen the reformation of system to realize the transfering of surplus agricultural labor completely.
