摘要
公民意识是建立在民主法治、自由平等、权利责任、公平正义基础之上的一种社会观念,它是公民有序政治参与的内在要素与一种非制度性的前提条件,公民意识的萌发与觉醒推动着公民有序政治参与的展开,公民意识的发育程度决定着公民有序政治参与的水平与效果,而培育和完善与公民有序政治参与发展相适应的公民意识则需要社会从政治制度、组织结构、自我教育三个层面进行整体推进与协同发展。
Citizen consciousness is a social concept based on democracy and the rule of law,freedom and equality,right and responsibility and equity and justice.It is the intrinsic element and non-institutional prerequisite of civil orderly political participation.The germination and awakening of citizen consciousness promotes the spread of orderly political participation,and the development of citizen consciousness determines the level and effectiveness of civil orderly political participation.And cultivate and improve the citizen consciousness which adapts to the development of orderly political participation needs to promote the overall development of the three levels of social political system,organizational structure and self-education.
