摘要
生物多样性是生态系统服务的基础,关系到国家的生态安全和粮食安全。2010年是国际生物多样性年,我国发布了《中国生物多样性保护战略和行动计划》。区域规划是引领区域社会经济发展的蓝图,目前多数区域规划尚未包含生物多样性保护的相关内容,是区域规划环评中生物多样性影响评价面临的最主要障碍。此外,区域生物多样性影响评价数据支撑不足、区域生物多样性影响评价方法和模型不完善也是区域规划环评中生物多样性影响评价的主要障碍。解决这些障碍需要从将生物多样性保护的目标和任务纳入区域规划中、加强区域生物多样性本底调查和针对性调查及建立统一的数据平台和数据共享机制、建立、完善和创新区域生物多样性影响评价的方法和模型等多方面入手。
Biodiversity is the basis of the ecosystem services and concerns the ecological security and the food security.In the International Biodiversity Year,2010,China issued the China Biodiversity Conservation Strategy and the Plan of Action.The regional planning is the blueprint of regional social-economic development.It is the greatest obstacle which the biodiversity conservation have not been brought into the regional planning.The lack of the regional biodiversity data and the imperfect of the regional biodiversity impact assessment' methods and models are the greater obstacles.To remove these obstacles,it is necessary:(1) to bring the targets and tasks of biodiversity conservation into the regional planning;(2) to enhance the regional biodiversity background investigation and the biodiversity survey to the regional planning and to build the biodiversity data platform and the sharing mechanism of the biodiversity data;(3) to build,to perfect and to innovate in the methods and models of the regional biodiversity impact assessment.
