摘要
通过分析28家基层医院预防保健组织的管理模式、工作量、人力资源和收入支出等工作现状,发现基层疾病预防保健组织的体制不合理、"六位一体"功能未充分发挥、政府投入资金不足和人才建设不到位等问题,提出探索多种形式防保体系、转变工作内容和格局、实行人才准入制度以及加强人才培养等对策。
By scientific analyzing the management model and work load and personnel resources as well as the income and expenditure of the disease prevention and healthcare offices in 28 fundamental hospitals, find that: the organism and mechanism of the fundamental disease prevention and healthcare system are irrational; the “six-part-one-body” function of the system isn't fulfilled thoroughly; the governmental financial support is low; the capabilities of the personnel didn't tally with the need of their work. Suggest that try multiple kinds of organism and mechanism, change the work content constitution, implement the personnel entry-permit institution.
