摘要
在中国地方政府的制度创新中,制度失灵是地方政府制度创新的起点,利益驱动是地方政府制度创新的动力,成本—收益分析,是地方政府制度创新的原则,制度环境变迁是地方政府制度变迁的外部条件。
In the system innovation of Chinese local government, systemic out of order is the new starting point of local government system; beneficial drive is the moving force of the local government's system innovation; cost-income analysis is the principle of the local government's system innovation; system environment is the external condition of the local government's system change.
