摘要
该文认为,目前区域卫生规划执行中遇到的障碍包括:目标认识模糊,制度基础缺乏,实施手段不足,政府引导不力,规划技术不成熟等。
Based on the observations of the implementation of the health policy of Regional Health Planning in China in the past few years, the paper summarizes the obstacles to the effectiveness of the policy as follows; the lack of specific objectives to the health benefits of the regions, the unmatched institutional envionment for the implementation of the policy, the insufficient of the means to the objectives, the misleading of the public funds, and the faulty planning technology in the program.
