摘要
我国现行人大代表执行代表职务的保障制度尽管在实践中发挥了积极作用,但从适应代表制度发展完善的需要和远景来看,仍有种种不足。健全完善人大代表执行代表职务的保障制度,需要从完善代表的生活保障权、言论免责权、人身特别保障权的保障制度、完善代表执行代表职务的时间和物质保障措施以及加强有关服务机构建设和完善专职助理制度等方面入手。
Though the guarantee system for Deputy to the People's Congress performing their duties has played a positive role in practice, from the adapting to evolution and perfection of the representation system , it still has its shortcomings. To perfect it,we need to make great efforts in strengthening the deputy's privilege of ensureing of subsistence, the deputy's privilege of freedom of speech, the deputy's privilege of freedom from arrest ,and in enhancing the guarantee measures of time and materials of performance of deputy's duties and strengthening relative services and the special assistant system.
