摘要
国内外卫生服务系统的改革实践证明以线性思维的旧模式改变医疗卫生系统行为特征相当困难。只有从卫生服务系统的复杂系统的特征出发,充分认识医疗卫生服务系统的复杂系统属性,才能真正科学、有效地改变系统行为从而实现提高人群健康水平的最终目标。
It has been proved difficult by experiences in and out of the country that to change the behavior of HDS with the formal pattern of linear thoughts. The only way to achieve the goal of the common health of population is to recognize the complexity characters of HDS deeply and change the systematic behavior scientifically and effectively, by the means of system thinking.
