摘要
通过分析不平衡报价产生的原因,构建不平衡报价的利润最大化模型,归纳投标人常用的不平衡报价的三类手法,并通过综合单价调整幅度与工期时间及分项工程变更数量的关系图和工程实例分析三类不平衡报价的实质;利用确定合理综合单价的范围提出识别不平衡报价的方法;并提出不平衡报价的防范对策,为招标人防范不平衡报价提供依据。
By analyzing the causes of unbalanced price quotation, a profit maximizing model is established for it and three maneuvers bidders may often take in unbalanced offering are summarized. The relation diagram of comprehensive rate adjustment, construction period and variations of divisional work as well as project cases are also utilized to analyze the essences of the three offering methods; and by determining the rational range of the comprehensive rates, a method of identifying unbalanced offering is put forward. Preventive countermeasures against unbalanced offering are also proposed, providing a basis for the tendering party to prevent unbalanced offer.
