该文从系统论和控制论的角度，讨论如何建设“三二一”工程，加强费用控制力度，以减缓医疗保险费用增长速度。
in order to control the increase of medical fees and decrease the ascending rate of medical insurance fees, the author discussed the plan to construct '3 - 2 - l' project by means of the systems analysis and the cybernetics.
