摘要
全国广播电视大学系统分级办学、多层管理的体制为电大的发展做出了不可磨灭的贡献。但是,随着我国城市社区发展格局的形成,城市电大原有的管理体制已经不能适应新的形势,急需改革。城市电大的改革应以构建城市电大学习中心为重点,遵循分层管理制最优化、高度程序化、交叉功能一体化、广泛适应性和市场化的原则,建立以市校为中心,以各学习中心为支撑点的二元二层一体的管理框架,深入探讨城市电大学习中心的布局、形式、规模、条件等诸多问题,为建设学习型城市发挥主力军作用。
Multi-level running and administration in RTVU system has done great to the development of RTVU.With the development of urban communities,the old system can't follow the new trend.The reforming of urban RTVU should focus on constructing urban RTVU learning centers,and set up a ″two-element and two-level in one″ model (municipal RTVU as the core, learning centers as the supports) guided by principles of optimizing,highly programming, cross functioning and marketing.The article also discusses the allocation,forms,scale and conditions of urban RTVU learning centers which play a key role in the building of learning cities.
