摘要
政府科技计划是一种竞争性很强的稀缺资源,不仅需要受控,而且要权责相符。建立科学合理的政府科技计划绩效评价制度,既是政府公共管理和政务公开的要求,又能在一定程度上有利于政府科技经费安全使用,提高资源配置和使用效率。文章通过对国外科技计划绩效评价模式的分析,研究了计划绩效评价的维度和方法论。在此基础上,对我国科技计划评价提出了建议。
The S&T program funded by the government is rare resource with furious competition, which needs not only good control, but also accountable management. It is necessary to establish scientific performance evaluation system on government S&T program for the purpose of the reform of public administration and the openness of government's affairs. The performance evaluation system could improve the resource allocation and usage efficiency of government's S&T outlay. Through the analysis of various pattern of S&T program's performance evaluation, the paper analyzes the dimension and methods of the performance evaluation on the science and technology program in order to improve the system of China's science and technology policies.
