摘要
2004年的"审计风暴"涉及到许多财政性资金,使我们认识到在公共支出管理中存在的诸多问题。本文从分析公共支出管理中的问题及原因入手,提出了加强公共支出管理的深刻内涵及政策建议。
So much public capital involved in 'the audit storm' in 2004. All of us awared that there existed a lot of problems in the managemeng of public expenditure. This paper start with the analysis of the problems and its reasons in the process of public expenditure managemeng, then put forward some suggestions to strengthen public expenditure management.
