摘要
目前,新型农村合作医疗还难以真正惠及百姓,为数不少的农民仍然在徘徊、观望,新型农村合作医疗为何遭遇认同尴尬?通过调研、分析,发现新型农村合作医疗存在一系列制度缺陷:新型农村合作医疗虽然有“新”的一面,但仍然给人以“修旧如旧”的感觉;完全自愿参与的原则使得“富裕者看不上,贫困者参不起”;新型农村合作医疗还走入了以“低水平”筹资换取“广覆盖”的误区;巨大的管理成本也将是其持续发展的很大威胁。
At present,the new-type rural Cooperative Medical Service(CMS)has not covered the mass in rural areas.Quite a lot of farmers still hesitate to participate.Why does the new-type rural CMS fall into recognition dilemma?There are a series of system defects in the new-type rural CMS,which have been found through researches and analysis.Although the new-type rural CMS has some new characteristics,people still have the perception of the new-type rural CMS as modification on the base of the old pattern.Under the principle of total volunteer participation,the rich farmers look down on it,while the poor ones could not afford it.Furthermore,the new-type rural CMS conducted wrongly fund-raising at a low level for the aim of broad coverage.High cost of management hazards the sustainable development of the new-type rural CMS.
