摘要
论述在市场经济新形势下，改革政府安全管理体制的必要性、目标及模式。提出实行安全综合部门依法统一管理，改变多头管理的组织模式；实行以法制手段管理企业安全生产的运作制度，改变以行政隶属关系为主要依托的运作模式。为此必须注意凋整综合管理与行业指导、综合管理与国家监察、劳动安全综合管理与各类安全综合管理的关系，改进安全生产管理体制。
This article has stated objective appearance and necessity of reforming the system ofsafety management of departments, in the coures of establishing market-economy of the soclalish. Advancing to carry out unified management of the comprehensive departments insafety. Changing the organization apperarance of the bullmanagement. Carrying out themove--operate system of taking legal system method as dominant factor that managementsafety in production of business. Changing the move--operate system of taking subordinativethe relation of administration as dominant factor. Therefore, care must be taken to adjustthe relation of comprehensive management and guiding of the trades, comprehensive management and supervisory of the state, every comprehensive management in safety and comprehensive management in labour safety. And suggest that change the express of safety management system.
