摘要
高学历文凭实质上蕴有和谐社会的民主法治、公平正义、诚信友爱、充满活力、安定有序、人与自然和谐相处所有特征的潜质,满足和谐社会尊重劳动、尊重知识、尊重人才、尊重创造的建设方针。而假文凭的大量出现与进一步泛滥,从冲击公平正义开始,无一例外地冲击、危害着和谐社会的所有特征与建设方针,要从假文凭泛滥机制的分析入手,探索实践建立学历网上档案查询系统和启动学历学位立法为核心的高效的社会综合治理机制。
In essence,a college dipolma has all latent characteristics of a hamonio us society.It meets the principle of the'four respects'(i.e.respecting labour,knowledge,talent and creation)that should be upheld in building a harmonious society.But,the emergence and overflow of a forged diploma will dam age all the characteristics and the b uilding principle of a harmonious so ciety.So,this article analyzes the overflow mechanism of a forged di ploma and its harm to social harmony.On this basis,the author of this arti cle suggests that we adopt immediate and corresponding measur es,and establish an efficient socia l prevention and control mechanism s o as to stop the overflow of a forged diploma.
