摘要
改革开放以来,宁夏第三产业得到了快速发展,有力地推动了国民经济的增长。但其仍处于靠扩大投入这种粗放方式来促进增长的阶段,总体发展水平较低,产业结构尚处于中低级层次,升级滞后,资本和劳动的产出弹性居于相对优势,知识构成较低,科技创新不足。因此,加快第三产业的发展,必须从宁夏的实际出发,继续鼓励第三产业的外延扩张,加快城镇化进程,积极发展教育和高科技产业以及特色旅游业,树立科学的发展观,坚持可持续发展战略。
Since the implementation of reform and opening policy, the tertiary industry in Ningxia has developed quickly, which greatly promotes the growth of national economy. However, it still remains at the stage where its growth depends heavily on the expansion of input. The overall development level remains low and the industrial structure keeps at a middle or low level; the upgrading of industry remains lagged behind while the output flexibility of capital and labor enjoy an advantageous position; knowledge does not become the dominant content and scientific and technological innovation remains inadequate. Therefore, we should proceed from the actual situation of Ningxia, constantly encourage the tertiary industry to have an outward expansion, speed up urbanization development, actively promote the development of education, high-tech industries and specialty tourism, adopt a scientific development view and stick to the sustainable development strategy so as to accelerate the development of the tertiary industry.
