摘要
随着科学技术和社会的飞速发展，人类所面临的问题就愈来愈多，有些问题甚至更加尖锐而突出，如各种灾害的发生就是如此。世界各国针对灾害的特性与时空分布，采取积极有效措施，减轻或避免灾害造成的损失。
As the derelopment of science and technology and society,people are facing more and more problems. For inslance, all kinds of calamity are occured. Now scientist in the world depending on the character distribution and cause of calamity,take measures to reduce or avoid the losses caused by calamity.
