摘要
吉泰盆地日益加剧的水土流失，使植被破坏，生态环境恶化，泥沙淤塞，农田水利受损，给人民生活和农业生产造成了极大的损失，只有深入开展水土保持的宣传教育工作，健全完善监督执法体系，改革投入机制，制定优惠鼓励办法，才能有效地防治水土流失。
As the soil erosian is intensifying day by day in Ji-Tai basin,which leadto the vegetation damaged,ecology environlnent wersened,silt sedimentedm,farmhydraulic project damaged,farm production and peoples life suffered heavy losses.It is only by carrying on the propaganda and education of water and soil conserv-ation,to establish the system of supervision and executing soil conservation law,toreform investing mechanism,and enact preferential policy,then the soil erosion canbe controled effectiveiy.
