摘要
文章首先对我国现行有关政策、立法中与清洁生产原则相悖的问题进行了评析，阐述了清洁生产政策在国家产业政策和资源环境政策中的定位。在此基础上，提出了我国清洁生产政策立法体系框架的建议。
First of all, the article analyses some problems against the Cleaner Production principle in existing related policies and legislation in China.It illustrates position of Cleaner Production policy in the national industrial poli－ cies and resource－ environment policies.Furthermore,the system frame of policy and legislation for implementing Cleaner Production in China is proposed.
