摘要
我国社会主义初级阶段还不是马克思讲的“共产主义社会第一阶段” ,私营经济发展还有重大的理论和现实意义。然而 ,在边境省区私营经济持续发展面临着严峻挑战。要促进边境省区私营经济快速持续健康发展 ,除了扶持与规范相结合的一般对策外 ,还要采取特殊的措施 ,设立国家级贫困县“特区” ,实行特殊经济政策。
The early class stage of our country socialism is not “the first stage of communism' just the Marx think, privately owned economy develop continuously is still of momentous current significance. However, privately owned economy develop continuously faces rigorous challenge in border provinces. fnorder to promote the privately owned economy develop fastly、continuously and health, besides the general countermeasures of combineing support with fit,adopt the special measure,establish the“Special District' in poor county of national class', and practice special economic policy are necessary.
