摘要
要充分利用WTO的有关规定 ,在过渡期内继续保持原有的有关促进技术进步的政策的同时 ,要尽快建立一个新型的促进技术进步的政策模式。财政扶持项目应突出重点、讲求实效 ,要加大对中小企业的技术进步的扶持力度 ,加大对环境保护提供财政援助的力度 ,加大对西部地区的财政援助力度 ,在技术进步的基础上实现不同区域的共同发展 ,并运用财政政策工具积极推进产业技术升级和结构调整。
Take advantage of the regulations of WTO completely, a new policy pattern should be established while we continue to carry out original policy of promoting technical progress in transition period. We should pay more attention to emphases and effect in fiscal supporting item, support technology progress of small and middle enterprises, increase investment in environment protection, increase fiscal aid in the west region, realize common development of different region on the base of technical progress, promote industrial technology progress and structural adjustment.
