授益行政行为作为一种对行政相对人有利的行政作为方式 ,在现代行政中越来越显现它蕴含的社会价值和法律价值。现代行政推崇授益行政行为的意义主要在于其彰显了权利本位的行政法价值 ,满足了市民社会发展和现代公共行政改革的需要 ,实现了公益与私益的和谐统一 ,体现了广泛的公众参与性 ,凸显了现代政府行政的服务理念。
As a favorable action of the government to private pa rt y, beneficial administrative action show the potential value on the field of soc iety and law. The reason to estimate beneficial administrative action is that it exhibit the administrative law value of priority of right, and fit the demand o f development of citizen society and reformation of public administration, and u nify the public benefit and private benefit, and incarnate mass suffrage, and re present the service belief of modern government.
