摘要
自从政策问题作为一个主要研究领域被纳入政治学的研究范围以来,政治学的各种理论和学派都对政策行为或过程做出了自己的解释,绝大多数政治学家认为政府政策行为过程是一个政治过程,马克思主义政治学对这种观点做了更加科学的解释。从这一基本理论前提出发,进而认为政府的任何政策,都具有基本的政治功能,这就是调控社会利益关系。因此,在政策的制定过程中,必须坚持基本的政治价值准则,即社会政治利益最大化的准则。
Since policy problem was probed, every theory of political science has had its own explanation on governmental policy behavior or process. Many scholars hold the view that governmental policy behavior is a political process, which has now been expounded more scientifically by Marxist political theory. In the light of this standpoint, the writer conceives that each policy of a government has its political function, namely, mediating and regulating the relations between social interests. Therefore, in the process of policy-making, this basic political value standard——the maximizing of the political interests must be adhered to.
