摘要
在世贸规则下 ,要把我国财政支农政策落到实处 ,应该坚持五大创新 :思维创新 ,确立国际竞争意识 ;政策创新 ,构建高效率财政支农通道 ;管理创新 ,全面提高财政支农效率 ;文化创新 ,提高产品质量和国际竞争能力 ;制度创新 。
Under the regulations of WTO,if we really implement the policies of aid-agriculture finance,we should insist on five great innovations includnig innovation of thinking and establishing consciousness of international competitional innovation of policies and coustructing financial supporting agricultural channel with high effect;innovation of management and raising supporting agriculture's efficiency in finance;cultural innovation and raising products' quality and international competitive power;innovation of system and establish long-term mechanism of aiding agriculture in finance.
