摘要
长期以来,我国高校校长由政府任命,按政府的指令以行政手段管理学校,"职务校长"的现象普遍存在。市场经济条件下我国高等教育面临着来自国内外的多种挑战,高校之间为提高办学水平也面临着激烈的竞争。"职务校长"的观念不利于校长发挥办学自主性,妨碍高校形成自身的竞争力,有必要提倡"职业校长"的新观念。
Over the decades, the university president in our country is a position designated by government to be responsible for administration in college and university, and thus phenomena of the presidency-as-an-official-rank generally exist. In the new situation of market-oriented economy, the higher education of our country is facing some challenges from home and abroad, and the fierce competition among colleges and universities to improve the standard for running school is also under way. The concept of presidency-as-an-official-rank is unfavorable to the president's independence of running school, and would hinder the forming universities' competitiveness. Therefore, a new concept, that is presidency-as-a-career, is to be advocated.
