摘要
东北地区作为以重化工业和基础工业为特征的国家老工业基地,在为中国的经济发展做出巨大贡献的同时,也出现了生态环境、自然资源、工业结构、人口与就业、地区与城乡发展等方面的问题,极大地阻碍了振兴的进程.因此,在振兴东北老工业基地的工作中,必须树立和落实科学的发展观:从以产出增长为中心转向以实现就业有效增长为中心;从以搞活国企为出发点转向产权结构多元化发展;从发挥主导产业比较优势转向发挥产业集群竞争优势;从传统的线性经济模式转为循环经济模式;从只重视产业振兴转向区域与城乡协调发展;从相对封闭的内循环状态转向东北亚开放前沿.
As national old industry base,China's northeast district is characterized by industry and basis industry and when this district has made a great contribution to the devetopmarct of China`s economy,it occurs some problems on ecological environment,natural resource,industry structure,population and employment,and district and town-country developmant which prevent the procgress of its revitalizing.This paper,acconding to these problems,proposes and amalyses the specific contents of scientific development view.
