摘要
本文指出 ,我国的基本国情决定我国应当选择“以就业为中心”的经济发展战略。应解决长期以来片面追求经济增长速度 ,忽视就业率提高的问题 ,构建相对独立的就业政策体系 ,实施积极、主动的就业政策 ,建立以劳动者自主就业为主导、以市场调节就业为基础、以政府促进就业为动力的就业机制。把扩大就业、降低失业率作为各级政府经济社会发展的首要目标。并指出 ,各级政府应从实现经济与就业的双增长和良性互动 ,调整和优化经济结构 ,扩大内需 ,深化改革、转变政府职能 。
This text points out that fundamental conditions of our country determine that our country should choose the economic development strategy that ' regarding employment as the center '. We should solve the question of pursuing the economic growth rate one-sidedly for a long time, ignoring increasing the employment rate, structure the relatively independent employment policy system, implement the positive, initiative employment policy, set up the employment mechanism characterized by self-determination employment for leading channel, market adjusting employment for foundation, governments promoting for the motive power. Regard expanding employment, reducing the rate of unemployment as primary goal of socio-economic development of governments at all levels. This text also points out that the governments at all levels should make efforts to promote employment from such respects as realizing the both increase of economy and employment and benign interaction, adjusting and optimizing the economic structure, expanding domestic demand, deepening reform, changing government's function, offering effective fund guarantee, etc.
