摘要
文章阐述了智能交通系统(ITS)的概念。从ITS发展政策层面、技术层面和公共资金投入对美、欧、日ITS近期发展进行比较分析,总结经验,最后指出:在政策层面上,我国应着手ITS的发展战略、发展规划的制定和ITS推进机制的建立,必须打破ITS管辖机构体制上的限制和约束。在技术层面上,ITS的整体发展采用逐步发展、宏观规划的策略,但在重点地区和重点技术领域,要予以重点扶持。在投资融资层面,关键在于面临挑战,如何把握机遇。
This paper, based on the introductionof basic concept of intelligent transport system (ITS),makes a comparative study on the latest develop-ment in ITS in U.S., European countries and Japanfrom policy, technology and investment perspectives.Such enlightening conclusions are obtained for theconstruction of Chinese ITS as, drafting a nationalstrategy for the development of ITS, setting up atrans-judicial administration system, and choosing thepriority technology area, etc.
