摘要
在高速城市化进程中,城市开发与控制始终是规划管理中一对十分尖锐的矛盾,从规划设计到规划实施必须妥善处理好开发与控制二者之间的关系。本文通过城市开发与控制分析,结合厦门海湾型城市规划建设实际,提出了城市布局与开发策略,城市生态保护与控制策略,并对当前城市开发与控制实际规划管理中存在的若干问题进行了探讨,以期对国内类似城市开发与控制有所借鉴。
Development and control is always aconflict in the city planning administration, especiallyin the rapid urbanization, accordingly it is necessaryto properly handle with their relationship from plan-ning to implementation. By analyzing the city devel-opment and control as well as the practice in Xiamen,this paper proposes strategies for city layout anddevelopment, for city ecological preservation andcontrol. Then it discusses the problems involving theconflict between development and control in the plan-ning administration.
