摘要
分析珠江流域水资源管理的基本特点,提出流域机构要落实流域管理的职责,构架人与自然和谐相处的公共政策框架和管理制度,发挥河流的代言人和水资源的保护神作用,创新治水制度,同时重视治水制度建设,探索水资源的补偿机制,研究水利水电工程建设对移民和生态的影响,逐步建立流域水资源管理可持续利用的市场机制,加大构建公共参与和民主协商机制力度。
Analizing the basic characteristics of water resources management in the Pearl River Valley,this paper puts forward that the river valley institution should carry out its duty of river valley administration,constructithe frame_work of public policy and management system to ensure the harmonious coexistence of mankind with Nature,play the active role of the river's spokesperson and the guardian angel of water resources and formulate new water improvement system.At the same time,it should also play play atlention to construction of water improvement system,explore the water resources compensation mechanism,investigate the effects of water resources and hydropower projects on resettlement and ecology,establish the market mechanism for sustainable development of water resources management of the valley and increase the momentum to build up the mechanism of public participation and democratic consultation.
