摘要
经过20多年的改革和探索,我国社会保障体系取得了显著的成就,但仍还存在着覆盖面小、实施范围狭窄、社会化程度低等缺点和运行机制上的不足。建立和完善新型社会保障制度及其运行机制,必须在社会保障的筹资方式、财务制度、保障模式、保障程度、运行模式和管理体制等方面实现彻底的转变。
The social security cause of our country has achieved remarkable success for the past twenty-odd years’ reform and exploration. However, there still has been existing a lot of shortcomings, such as, a small coverage, a narrow implementation scope, a low socialization degree, a difficult resources circulation and so on.In order to form and improve the new type of social security system,we must accomplish utter changes in the way to raise funds, the financial system, and the model of security, the degree of security, the operating mechanisms and managerial systems.
