摘要
目的研究SARS对社会经济的影响,为政府部门预防控制SARS等突发公共卫生事件的经济投入提供依据。方法现场流行病学方法,情景与趋势分析法。结果SARS对经济的影响主要表现为①维护公民身体健康和生命安全的费用增加,全市SARS病例的总医疗费用为77.68万元人民币,平均每例2.77万元;②医疗卫生成本支出增加,全市配套SARS防治基金人民币2440万元;③导致社会公共经济活动减弱甚至停滞,尤其对旅游业影响最严重,全年旅游总收入49.17亿元,下降11.20%;影响最严重的3～7月份,共损失人民币约12.65亿元;④社会消费心理基础威胁增加,消费心理衰退。餐饮业在3～4月份,损失人民币纯利润0.23亿元;⑤社会不安定经济形态特征明显,旅游业收入增长速度、利用外商直接投资增长速度、企业景气指数出现急剧下降。结论SARS对经济的影响可导致社会不稳定,社会公共经济活动基础动摇,政府应加大SARS等传染病重大疫情预防控制的投入。
Objective To analyze the effect of SARS on the economy of Zhongshan city.Method Epidemiology of the SARS and the trends of the economy of Zhongshan city were analyzed.Results The economy was affected by SARS:(1)The cost of living was increased especially for the health care products. The total cost for the treatment of SARS cases was $776 800, with an average of $27 700 per case.(2)The health care expenditure was increased. The prevention and cure fund for SARS of the whole city was $24 400 000. (3)The social economy was stagnant, especially the tourist industry. The income from the tourist industry of the whole year was $4 917 000 000, down 11 20%. It was dropped serious from March to July, with a lost of $126 500 000.(4)It threatened the public consuming mentality and caused a decrease in the consumption capability.From March to April, there was a lost of $23 000 000 in the net profit of the restaurant industry. (5)The social economy showed an unstable trend and a sharp decrease in the growth rate of tourist industry, overseas capital investment and the corporation prosperity index. Conclusions The impact of SARS on the economy was great and could lead to the unsteady of society and threatened the basic social economic activities.The government should pay more effort to prevent and control the epidemic diseases such as SARS.
