摘要
西部经济发展受到资本、人力资源、技术、制度等四方面瓶颈因素的制约。它们紧密联系,相互影响,相互作用,并形成多重"恶性循环"。因此西部经济要实现跨越式发展,必须从改善这四大制约因素入手,抓住制度变革与创新这一重点,促进资本、人力资源、技术全面协调地发展,才能变"恶性循环"为"良性循环",最终跳出低水平发展的陷阱。
The economical development of the western area is restricted by the dour factors, capital, human resources, technology, and system, which are closely connected with one another, dependent on one another and affect one another, and thus form a series of malignant circles. Therefore, to realize span development in the western economy, it is obligatory to improve the four factors as the entry, grasp system reforms and innovations as the focus, and promote a harmonious development, so as to convert malignant circles to benign circles and ultimately get rid of low-level development.
