摘要
在突发事件报道的问题上存在着两种理念 :一种是负面信息的封锁理念 ,可以“非典”危机的前期传媒表现为证 ;另一种是负面信息的疏导理念 ,可以禽流感的报道作说明。不同的理念导致不同的实践。实践证明 ,以封锁信息来避免社会恐慌的做法不但不能奏效 ,反而有害 ;负面信息并不一定会引起社会恐慌 ,传媒向社会公众提供及时、准确、全面的信息反而能避免社会恐慌 。
There exist two kinds of ideas in the reporting of unexpected events. The first is the idea that negative information should be blocked, which is reflected in the early reports on SARS. The second is the idea that the negative information can be dealt with properly and true heartedly, which is reflected in the reports on poultry flu. Different ideas lead to different activities. Practice demonstrates that, quite unexpectedly, the first is harmful to the stability of society. Negative information does not necessarily lead to social panic. It is evident that if the media timely, accurately and comprehensively offer information to the public the potential panic can be avoided.
