摘要
运用SBM方向性距离函数测算中国10家上市火力发电企业的环境效率,并采用Malmquist-Luenberger生产率指数评价其2009—2013年的环境全要素生产率,结果表明:中国火力发电企业的环境无效率值为0.0997,企业员工冗余是其环境无效率的主要来源;企业间环境效率的差异较大,极差达到0.3503。这些火力发电企业的环境全要素生产率变动指数均值为1.0265,即其整体环境效率平均每年提升2.65%;2009—2011年,环境纯技术效率的提高是企业环境全要素生产率提高的主要来源,而2011—2013年,环境技术进步是火力发电企业环境全要素生产率提高的主要推动力。
SBM directional distance function is used to measure the environmental efficiency of 10 listed thermal power enterprises in China,and then the M almquist- Luenberger productivity index is used to evaluate its environmental total factor productivity in 2009- 2013. Results show that the environmental inefficiency of thermal power enterprises in China is 0. 0997,and the redundancy of enterprises' staff is the main source of its environmental inefficiency. Difference of environmental efficiency between enterprises is very large,the biggest gap reached 0. 3503. Average value of these thermal power enterprises' environmental total factor productivity is 1. 0265,namely,its overall environmental efficiency increased 2. 65% per year. In 2009- 2011,the environmental pure technical efficiency was the main source of improvement of enterprises' environmental total factor productivity,but in 2011- 2013,environmental technological progress became the main path to promote the thermal power enterprises' environmental total factor productivity.
