摘要
法国灿烂的文化成就与其健全的文化资助制度关系密切。法国文化资助制度运作特点表现为资助主体以政府为主,企业和个人为辅;资助主要通过立法、财政投入、减税和限额等政策工具进行;重点资助社会效益好的文化产业;运作机制以分权制和合同制为主。中国可以从法国文化资助制度设计中借鉴的经验是:加强文化立法,落实文化预算;通过资助保障公共文化生活均等化;资助民间文化机构,调动民众文化参与热情;资助重点文化产业,保护文化话语权等。
France's brilliant cultural achievements are closely related to its sound cultural funding system.French cultural funding system is characterized by the combination of the following features: funding entities are primarily governments and are supplemented by enterprises and individuals; funding is provided by means of policy instruments such as legislation, financial investment, tax reduction, and quotas; focus on the cultural industries of good social benefits; operation mechanism is mainly decentralized and contract-based. What we can learn from French funding system are as follow: reinforce cultural legislation and follow cultural budget; ensure equal access to public cultural activities by funding; fund folk culture institutions and encourage public participation in cultural activities; fund key cultural industries and protect cultural discourse rights.
