摘要
辽宁省旱灾频繁发生,给人民的生产生活带来了严重的负面影响。结合旱灾概况,遵循"全面、实用、先进"原则,利用数据库、3S(GIS、GPS、RS)、计算机、地图学、网络、通信传输等先进技术,开展辽宁省旱情监测系统建设,推进硬件布设与软件系统同步建设,实现旱情信息的采集、传输、存储、分析、预警预测、评估、支持决策等功能,开拓系统在手机端的延伸,搭建旱情信息发布平台,旱情监测系统的建成具有显著的经济、社会和生态效益。
Drought disasters occur frequently in Liaoning province, which had brought serious negative impacts on both public and private properties. In order to reduce drought situations, drought monitoring system is developed using a series of advanced technologies such as data base, 3S( GIS、GPS、RS ),cartography, network, and transmission. The system is synchronously constructed, and the hardware and software include various functions such as drought data col ection, transmission, storage, analysis, early warning , evaluation, decision support, and application of mobile phone to delivery drought message to individuals. It wil be remarkable to economic, ecological and social benefits after wide application the system to drought mitigation.
