摘要
近年来,我国突发性公共事件频繁发生,给人民生活和社会稳定带来了巨大影响。网络舆论是社会舆论在互联网上的"感应器",通过它能够在第一时间感知各种突发性公共事件后社会影响的热度,从而影响党和政府的公共决策。突发性公共事件后网络舆论从产生到消亡的过程可以归纳为六个环节,这些环节会对政府的公共决策起到多层面的影响。为优化突发性公共事件后政府公共决策路向,应该大力发展电子政务,为公众参与决策创造条件,创建透明政府,推动公共决策信息公开,提升官员素质,引导网络舆论正确方向,以便为党和政府在突发性公共事件后作出科学、合理的公共决策提供服务。
Along with the various emergent public affairs in recent years , huge influences have been brought to people's lives and social stability . Online public opinion is the “sensors” of social public opinion , through which we can perceive the attention of the various emergent public affairs at the first time , thus influencing the public policy making of the Party and the government . The evolution process of network public opinion when the emergent public affair happens can be divided into six stages , which can affect many aspects of the government's public decision . In order to optimize the direction of public decision-making of the emergent public affairs , some measures should be adopted to ensure that the Party and the government would choose a right and reasonable ways , such as developing the E-government , creating conditions for public participation , building transparent government , promoting information disclosure of public decision-making ,improving the quality of the governments officials , and guiding the right direction of public opinion in the network .
